02Why do studios base themselves in Poland?

What keeps them there

  • Engineering wages well below western Europe for comparable skill, which is what first brought outsourcing work and then original development.
  • A 19% corporate rate, and 9% for smaller companies, both low for the European Union.
  • An intellectual property regime that taxes qualifying income from software rights at a reduced rate.

Poland is the cost answer inside the European Union. A studio can hire good engineers for meaningfully less than in Berlin or Stockholm and still keep EU banking, EU contracts and EU market access.

What Poland does not do is touch the marketing bill. For a mobile studio, cheaper engineers reduce the smaller half of the budget. The Turkish programme works on the other half, and the two are not in conflict: a studio can develop in Poland and run its commercial spending through a Turkish company.

What Türkiye would pay back on your spending

Türkiye runs a government programme that refunds part of what a software company or game studio spends on reaching customers abroad. It covers advertising, app store and platform commissions, and hosting. The refund is paid in cash against invoices the company has already settled, so it does not depend on the company making a profit. The standard rate is 50%, and it rises to 70% when the customers being targeted are in one of the twenty countries on the Turkish Ministry of Trade's target list.

Is Poland mainly a console country?

Historically yes, and CD Projekt, Techland and 11 bit shaped that reputation. The mobile side is smaller but growing, and much of the country's capacity still works as outsourced development for studios elsewhere.

What is the IP Box?

A reduced rate on qualifying income from intellectual property rights, including software. It rewards owning the rights rather than doing the work for hire, so it suits studios with their own titles.

Does the 9% rate apply to a games studio?

It applies to small taxpayers and to companies in their first year, subject to conditions. Most established studios pay 19%.
