What does Business Finland fund?
Business Finland is the Finnish state funding agency, and the main public route for a Finnish company rather than a tax credit.

What it means in practice
It funds projects, meaning a defined plan with a beginning and an end, which fits product development and fits continuous live operations badly. Larger companies receive loans rather than grants for development work, and a loan is money you repay. Nothing in the system reaches media spend, so buying players stays a commercial cost.
