What is Apple's Small Business Program?
The App Store Small Business Program is Apple's reduced commission tier, charging 15% instead of the standard rate.

What it means in practice
The threshold is measured on the prior calendar year, and once you pass $1 million in the current year the standard rate applies to later sales. Falling back below the threshold lets you re-qualify, but only from the year after. On the EU alternative terms, Small Business Program developers pay a further reduced 10% on subscriptions after their first year.
