02Who qualifies for Decision No. 10962?
- A company established in Türkiye that sells software, games or IT services to customers abroad.
- Any size. There is no minimum revenue threshold on the standard programme.
- Foreign-owned companies, including those wholly owned from outside Türkiye.
- Companies whose founders stay where they are, provided the Turkish company has real activity.
03What catches people out with Decision No. 10962?
- The six month filing window runs from the payment date, so invoices expire on a rolling basis.
- Invoices have to be issued to the Turkish company and paid from its own account or card.
- Per-item caps bite long before the programme ceiling does, and the two largest run per product for up to ten products a year.
- If the product also has a Turkish-language version, support on some items is calculated on half the payment.
04How does Decision No. 10962 fit with the export incentive?
This is the base programme. Teknopark status, R&D centre status and TÜBİTAK grants all sit alongside it rather than instead of it, because they support development work while this supports the commercial side. Most companies we work with end up using more than one.

Is this a tax credit?
No. It is a cash reimbursement paid by the Ministry of Trade against invoices you have already settled, so it works whether or not the company has taxable profit.
Do we have to move to Türkiye?
No. The company needs real activity in Türkiye, meaning people actually doing work. The founders do not have to relocate, and most of the studios we work with have leadership elsewhere.
How long does payment take?
Support is paid into the company account in Turkish lira, typically one to three months after filing, assuming the evidence pack is complete.
