Are AWS invoices claimable in Türkiye?
Yes, under the hosting item at 50% of what you spend, subject to an annual cap. AWS bills customers across Europe, the Middle East and Africa from a Luxembourg entity, so a Turkish company's invoice usually arrives from Luxembourg rather than from the United States.
Türkiye refunds half of what a software company or game studio spends on advertising, app store commissions and hosting when it sells to customers abroad, and up to 70% when those customers are in one of twenty target markets. It is paid in cash, against invoices you have already settled. Try it with your own numbers.

- Annual cap5 000 000 ₺ ≈ $104,384

02Who invoices you for Amazon Web Services?
| Contracting entity | Amazon Web Services EMEA SARL, based in Luxembourg, which has sold AWS services to customers in Europe, the Middle East and Africa since 1 July 2018 source |

The Luxembourg entity surprises people who expect a US invoice, and it is one of the more common reasons a first-time claimant thinks something is wrong with their paperwork. It is not. What matters is that the account and the invoice carry the Turkish company's name and details.
03What evidence does a Amazon Web Services claim need?
This is our own evidence pack for this category rather than a published rule. It is what we file and what has been accepted.
- Monthly AWS invoices addressed to the Turkish company
- The payment record from the company account or company card
- The AWS account details showing the registered company name and address
- Evidence that the workload serves customers outside Türkiye
04What gets a claim sent back?
- The AWS account was opened on a personal email and never transferred to the company.
- The card on file belongs to a founder, so the payment trail does not lead to the company.
- Consolidated billing across a group, where the Turkish company's usage cannot be separated out.
- Reserved instance or savings plan payments filed in the wrong period.
What Türkiye would pay back on your spending
Türkiye runs a government programme that refunds part of what a software company or game studio spends on reaching customers abroad. It covers advertising, app store and platform commissions, and hosting. The refund is paid in cash against invoices the company has already settled, so it does not depend on the company making a profit. The standard rate is 50%, and it rises to 70% when the customers being targeted are in one of the twenty countries on the Turkish Ministry of Trade's target list.

05Questions we get asked
Why does the invoice say Luxembourg?
AWS sells to customers across Europe, the Middle East and Africa from its Luxembourg entity, and has done since July 2018. It is the normal arrangement rather than a special case.
Does consolidated billing cause problems?
It can. If several group companies sit under one payer account, the Turkish company's own usage and payment have to be identifiable, or the claim cannot be supported.
Is the hosting cap per product?
The hosting item carries its own annual cap. The calculator on this page applies the real one as you type.
Why we can answer this precisely
CyberScope Solutions is an Istanbul consultancy that manages Türkiye's IT export incentive claims for software companies and game studios. We file these invoices every month, so the evidence pack on this page is what we actually submit and the rejection reasons are ones we have seen.
- This is from filed claims. What we ask for and what gets sent back come from work we have done rather than from a published guide.
- We do the filing. Claims run through DYS, the ministry's own system, and we handle the evidence pack, the deadlines and the follow-up questions.
- You find out early if it is not for you. The first call is thirty minutes and we will say plainly if your spend pattern does not suit the programme.
Turn that number into money
Send us the rough shape of your spend. You get back what it is worth, what setting it up involves, and how fast the first claim can go in. Companies already operating here treat this as routine, and the six month window means the clock is running on invoices you have already paid.
- A reply from a person within one working day
- No mailing list, no drip sequence
- Thirty minutes, and you keep the numbers either way
Got it.
We will read it properly and reply within a working day. If you would rather get it over with now, pick a time that suits you.
