Are Cloudflare invoices claimable in Türkiye?

Yes, under the hosting item at 50%. Cloudflare is the exception in this set: where Meta, Google and AWS all contract through European entities, Cloudflare's terms name a US company in San Francisco, so the invoice arrives from the United States.

Türkiye refunds half of what a software company or game studio spends on advertising, app store commissions and hosting when it sells to customers abroad, and up to 70% when those customers are in one of twenty target markets. It is paid in cash, against invoices you have already settled. Try it with your own numbers.

01Can you claim Cloudflare spending in Türkiye?

Claimable under hosting at 50%, up to the annual cap. A US-issued invoice is fine as long as it names the Turkish company.

  • Annual cap5 000 000 ₺ ≈ $104,384

02Who invoices you for Cloudflare?

Contracting entityCloudflare, Inc., at 101 Townsend St., San Francisco, California, named in the terms as the entity offering the service source

A US invoice is not a problem for the claim, but it does mean there is no European entity and no European VAT number on the document. Companies used to Irish or Luxembourg invoices sometimes assume that makes it weaker paperwork. It does not.

03What evidence does a Cloudflare claim need?

This is our own evidence pack for this category rather than a published rule. It is what we file and what has been accepted.

  • Cloudflare invoices addressed to the Turkish company
  • Card or bank statement lines matching each payment
  • Account details showing the registered company name
  • A short note on what the service supports, since Cloudflare covers several products at once

04What gets a claim sent back?

  • A subscription started on a personal card during a trial and never moved to the company.
  • Enterprise contracts signed by a parent company while the Turkish company pays.
  • Annual prepayments filed against the wrong period.
  • Bundled invoices where the claimable and non-claimable products are not separated.

What Türkiye would pay back on your spending

Türkiye runs a government programme that refunds part of what a software company or game studio spends on reaching customers abroad. It covers advertising, app store and platform commissions, and hosting. The refund is paid in cash against invoices the company has already settled, so it does not depend on the company making a profit. The standard rate is 50%, and it rises to 70% when the customers being targeted are in one of the twenty countries on the Turkish Ministry of Trade's target list.

05Questions we get asked

Does a US invoice weaken the claim?

No. What matters is that the invoice names the Turkish company and that the payment came from its own account.

Does everything Cloudflare sells count as hosting?

Not necessarily. Products are bundled on one invoice, so the line items sometimes need separating before filing.

What about a free plan that becomes paid?

Only what was actually paid can be claimed, and only from the point the company was the paying customer.

Why we can answer this precisely

CyberScope Solutions is an Istanbul consultancy that manages Türkiye's IT export incentive claims for software companies and game studios. We file these invoices every month, so the evidence pack on this page is what we actually submit and the rejection reasons are ones we have seen.

  • This is from filed claims. What we ask for and what gets sent back come from work we have done rather than from a published guide.
  • We do the filing. Claims run through DYS, the ministry's own system, and we handle the evidence pack, the deadlines and the follow-up questions.
  • You find out early if it is not for you. The first call is thirty minutes and we will say plainly if your spend pattern does not suit the programme.

Turn that number into money

Send us the rough shape of your spend. You get back what it is worth, what setting it up involves, and how fast the first claim can go in. Companies already operating here treat this as routine, and the six month window means the clock is running on invoices you have already paid.

  • A reply from a person within one working day
  • No mailing list, no drip sequence
  • Thirty minutes, and you keep the numbers either way
