An Irish invoice is normal here and causes no difficulty on its own. What matters is that it is addressed to the Turkish company rather than to a group entity elsewhere, because the claim is made by the company that was billed and paid.

Türkiye runs a government programme that refunds part of what a software company or game studio spends on reaching customers abroad. It covers advertising, app store and platform commissions, and hosting. The refund is paid in cash against invoices the company has already settled, so it does not depend on the company making a profit. The standard rate is 50%, and it rises to 70% when the customers being targeted are in one of the twenty countries on the Turkish Ministry of Trade's target list.

Does it matter that Meta invoices from Ireland?

No. Plenty of supported spend is invoiced from outside Türkiye. The invoice has to name the Turkish company and the payment has to come from its account.

Can we claim spend from before the company existed?

No. The claim belongs to the company that was invoiced and paid, so spend that ran through another entity is not claimable by the Turkish one.

Is the 70% rate automatic?

No. It applies where the customers being targeted are in one of the twenty countries on Türkiye's target list, and you have to be able to show that from the campaign data.
